Pads near Cockeyed Ridge South East of Groom

I noticed these pads dug into the side of the mountain on the other side of Papoose.

Looking at Earth historical images, the road and pads appear to have been built around the 2000-2001.

Initially I thought they might be used to test mobile radar systems but why then nestle them into the side of mountain without a clear view of the sky?

Any ideas what they could be used for?
