It's plausible ... but doesn't that seem like a lot of expense for a program that has been operating in the open? They've been flying out of MCAS Miramar, and at civilian airports (with National Guard presence, but scheduled airline flights) in both Fresno and Savannah. Not sure why they'd want to take the expense to build facilities at Groom for them when they could just stick them at any base with surplus hangar space. Nellis, Edwards, back to Miramar, or maybe even out to Plant 42 (which would be awesome)? Unless they're testing new RAM or something on those aircraft that requires specialized (and still classified) maintenance facilities. So, maybe you're right...
