A couple of things come to mind when I hear that. First would be F-35 Block 4 powerplant upgrades, which are supposed to provide more power for avionics and better cooling to counter IRST pods. The second (less likely, but cooler) would be an NGAP (Next Gen Adaptive Propulsion) test. Remember NGAD was supposed to have an adaptive Propulsion system. You heard a jet make two obviously different noises out of the same engine. It could have been a hover, but there's a tiny chance it was just adapting to a different mode.
