The only FCC record I can find for the Rachel cell site is for the old Verizon site:

The only record I can find for the Baldy site is for the Rebel site, listing incorrect frequencies:

I did find a couple of planned sites for the NV Shared radio system (the P25 systems that slowly replaces the EDACS system) near Rachel so the dishes could be for that. And yes, we will in fact have fiber all the way to Rachel soon. :-)
