I've been in colo data centers, and know some folks who build them. That sort of security for federal owned servers is not at all unusual. The companies that operate colo data centers like that take security VERY seriously. I've also been to radio tower sites with federal systems. Unmanned, but separately caged, alarmed, and video surveillance. I've heard stories about AT&T Central office buildings where an entire floor is restricted access because it contains federal equipment.
