I think you nailed it! Testing a mobile propaganda or psyops station. That explains the trailer set up. The tower looks pretty permanent though. They may re-use it when this test is done.

It did not occur to me to screen shot it before it went off air, but it looked pretty standard to me on the spectrum. But then, I am sure that's what they would want it to look like :-)
