Thinking about why the thing was installed there... two possibilities come to mind. One is that they need the signal to be heard from some off base location without reaching too far. The other is that they may have used a civilian broadcast consultant who they didn't want to have to clear for actual base access. Bringing someone to the back gate is probably a lot less complicated. Just a couple of thoughts.
