Does your RDS display normally show random characters, or did it just happen when listening to your 99.9 station? I'm wondering if was programmed to send random stuff, or the decoder is just flapping in the breeze, as it were. Interesting possibility about passive radar. I really hadn't thought about that. That would really need to be tested on all frequency ranges. That would be a relatively inexpensive test bed for high power in that range. If you could get an audio clip of the jamming, that would be interesting as well. It might just be a test tone.
