57 KHz would be the RDS (radio data system) carrier that some stations use to broadcast their station name, song and artist, stuff like that. SCA carriers are usually 67 KHz and higher. It's similar to SCA, but is low speed data.

If you have an FM car radio that displays the station info, try using that to see if there's anything interesting on it.

I don't know what to make of the spectrum display. Looks like a tone modulated FM carrier every 1 MHz, but not being able to hear it, I can't really tell what it is. You can see what's called a Bessel null on the two carriers to the right of the 99.9 signal, that's a signature of an FM signal with a tone on it. Some type of simple jamming?
