In my opinion it is very possible that the Navy personnel were used as unwitting test subjects to evaluate new "black" radar (and possibly visual) spoofing technology. I just hope it was ours... :-)

I remember my friend TD Barnes, president of the Area 51 Roadrunners, telling me how they were messing with the Soviet radars during the Cuban Missile Crisis. Essentially they were creating false radar returns to evaluate the capabilities of the Soviet radar systems. That was 60 years ago! I am sure the spoofing technology has advanced since then...
