Ha, if I did I might be working on the other side of the hill :-) Seriously, back in the 90's, before my time here, there were stories of sightings of glowing objects that "jumped around" in the sky or even on the ground. It sounds to me like they may have been experimenting with some sort of plasma projector. How that works, I only have a very vague idea. Something like in Ghostbusters: "Don't cross the streams"... :-) So, essentially if you can project a plasma "cloud" it would have a different heat signature and thereby stand out in an IR video.
