One of the issues that pops up for new hires in the defense business is that of waiting on clearances. Many employers won't consider you if you don't already have a clearance, but for some kinds of positions they are willing to hire you and have you work temporarily at a lower security facility while they wait for your clearance to go through. Not exactly 'crossing the streams', but the idea that there is absolutely no movement between facilities is simply false.
