Waiting on a clearance is another thing entirely. Sure, those folks might get assigned elsewhere, but if they live in Vegas it would require travel which also adds to the labor cost.

At JT3/4, these folks were called PACs (personnel awaiting clearance) and most worked at unclassified jobs in Vegas, not shipped off to Edwards or China Lake. Sure there were occasional exceptions (eg. folks who tired of the Range game) but in general, not much crossing of the streams.
