The old F-16 parking area construction looks like they're building dividers or revetments, with built-in power for ground testing. They're evenly spaced about 110-115' apart, which could indicate the rough size of the aircraft they will support. Considering a safe buffer of about 20-25' from each wing, the wingspan of the aircraft could be anywhere between 65-85'. The pile of steel on the ground further west could be the building material for these dividers.

The GSE area to the west has been paved, and the distance from the holes cut for the revetments to the parked GSE is the same distance between the revetments; I don't think that's a coincidence.
