The F-117s are government owned. Don't recall a contractor pilot flying them but I've been out of that loop for a while. That said, other USAF test squadrons have contractor test pilots and they can hit the tanker so no reason the Black Jets can't. As for Contracted Aggressors, it probably has to be in their contract and tankers and fuel are GFE. As Joerg said, no way they could do the mission without it.
