What you describe sounds different from most photos I have seen of the "donuts on a rope", and from what we see out here occasionally. Most of the "sightings" are just contrails with puffed up sections, clearly caused by atmospheric conditions. As so often, maybe the good data was and is polluted by a lot of noise that makes it hard to recognize.
