No. The non-stealthy Lockheed HALE unmanned air vehicle study from 1983 was a heavier-than-air flying machine. An aircraft with a 267-foot wingspan can't possibly be a lighter than air vehicle.

When the proposed UAV was in cruise missile, were the propeller blade tips designed to face vertically like those of the Boeing Condor?
