Not San Clemente per se, but the Sea Ranges adjacent to it where there are no speed limits or tight boundaries to contest with. tons of room to "run and play" There are reports to substantiate claims of testing taking place in/around Alaska - specifically Eilson AFB Another location that I just recalled is the Yuma proving grounds - mostly to test against radar signature. They reportedly tested the stealth blackhawks used in the bin laden raid there.
