A few observations:

While quite a few of these remote locations far out in the ocean may appear ideal, they all seem to lack hangar space. Secondly, the sea salt is a major issue as well, even more so with sensitive skins and systems.

The ranges around San Clemente should be ideal, but they are next to a very busy shipping lane, with sailors doing nothing but watching out of their windows all day long. So certainly no daylight operations there - which is something that’s possible at Groom Lake.

I reckon most really black stuff still operates in the NTTR. You have the infrastructure and the people in place. It’s very complicated and expensive to transfer that to one of the remotest places on earth.

In my opinion the only reason why you would want to do something black in places like Diego Garcia is not to keep things from prying eyes, but to keep it from judicial oversight - like, for example, the torturing of suspected terrorists that took place there.
