It's possible the driver has some other duties during the workday. I guess I'm thinking of the NYC express buses. They have hundreds of buses serving 79 routes, that travel to Manhattan each workday from parts of the city beyond reach of the subway, Staten Island in particular. With a few exception each driver starts out at a local depot in the morning, makes a run into Manhattan, hangs around at a Manhattan depot for several hours, and makes a return run to the local depot in the afternoon. There's rarely enough time for a driver to make two morning and two afternoon runs.

Not only do the drivers spend several hours sitting around doing nothing, they collect full pay for that time AND usually collect overtime because the daily schedule takes more than eight hours. Of course this is absurdly expensive and inefficient, but the unions (who effectively run the city) won't allow any changes such as the use of part-timers.

All of which means that while the military might not be known for the efficient use of staff, it could be much, much worse :)
