When the buses are not in service, it appears that they park across the road from the parking lot near the Shipping and Receiving facility. If you look at the google earth image using the historical views you can see that the number of buses parked there varies from one to five depending when the image was taken. IMO there is probably another bus (or 2) that comes in thru Mercury and Station 700. And there is probably some form of shuttle service between different points of the base at certain times of the day. In one sat. view I see 2 buses at the parking lot by S&R and another parked near the Dining facility.
