I will offer a perspective point of view for you. I was a former F-117A mechanic back during Desert Storm. So let's take a look at the Tacit Blue and Bird of Prey both seemed to have arrived at the USAF museum in Ohio about the same time give or take a month or so? Details I wasn't paying attention. Ask what was going on with contracts and industry then? Everybody wanted to be the new cool company after the Skunkworks. Boeing called it Phantom Works. Northrop never had a "Works" nickname. The F-22 already won the build contract. Others needed to stay in the game. So out comes these test articles. Until the enviroment becomes a public vote for funds again I doubt new test aircraft are publically revealed. My 2 cents.
