And more importantly, what a lot of people forget is that it is primarily a test area, not a final phase before going into service pit stop. Lots and lots of projects get to TRL5/6 and then get stored away or buried once the project goals are achieved. Not everything goes operational, but everything that's tested has relevance for future usage.
90% or more projects never see the light of day.
