Ballarat Bandit identified

For those who don't recall the Ballarat Bandit, he was spotted near the Tonopah Test Range. Authorities suspected he was a terrorist since he possessed (drum roll) both night vision optics and (gasp) a radio scanner. On top those dangerous items, he also had a Nellis range map! I'd sure hate to run into anyone with a scanner, night vision and a range map. Oh yeah, he had a few guns too.

Quoting the LVRJ:
" Many of these campsites were near such military installations as the Tonopah Test Range, the Naval Air Weapons Station at China Lake, Calif., and the government's secret installation along Groom Dry Lake, widely known as Area 51."

From the Pahrump Valley Times:
'While some criticized his efforts, calling them an over-reaction, DeMeo pointed out that the Bandit had camped at a point overlooking the Tonopah Test Range and was armed with 11 rifles, night visions glasses, and a sniper's scope. "There are seven signs that fit a terrorist profile," DeMeo said, "and he met all the criteria. We had to protect our military assets."'
