OT: Contract Red Air Question

I just saw an article that the F-117s are getting certified to refuel from KC-46s (even though they are *retired*).

It got me thinking. I know that NKAWTG, but does that include contractor flown aggressors? Can Draken or TopAces guys just pop up to a USAF flying gas station and fill up?

There has been some speculation as to whether the F-117s were being flown by USAF Aggressors or by Lockheed contractors, and I'm just trying to put together in my head whether this is a hint one way or the other. (i.e, if the fact that they're allowed to do aerial refueling means that they've got to be USAF pilots.)

Anybody know?
