You certainly came to the right place with your question. I assume you are referring to the new and old runways at Area 51. They both have the same orientation. The old one is technically 14R/32L, the new one is 14L/32R.

The north end of the old runway was prone to flooding. I am sure it could be repaired but given all the cracks visible in GE it would be a major undertaking. With the new runway available I don't really see a reason why they would spend the money to do so.
