I am an aircraft mechanic. What you said probably is true anytime a civilian replaces their transponder. However, when it comes to military; the only thing that gets loaded is whatever squawk or callsign they're flying and maybe IFF crypto. In my squadron for instance aircraft down for extended periods of times would often end up as a spare parts locker for mission ready aircraft. Could be a high degree of certainty with a hex code to be looking at a specific airframe. It's hard to have any certainty you would be looking at a specific jet without confirming visually. I also use the HEX references you speak of. I attempt to monitor over 300 HEX codes, and probably only 20% of them are even valid anymore. Most of them never go flying.
