Didn't the unmanned aspect get removed from the design a few years back? Does the USAF website still list the unmanned aspect? I've had a feeling all along that the RQ-180 is the unmanned version of the B-21, which also would explain how the aircraft was sent into production shortly after 1st flight.
I honestly believe someone in the know heard that there was both a manned and unmanned version of the airframe, and noted that the B-21 would be both without realizing they were two different aircraft.
I also don't expect the public would be too open to an unmanned aircraft carrying nuclear weapons.
