I would suspect mission requirements. I sometimes hear tankers change their tracks around the ranges to accommodate a receiver's mission parameters.

This is how it works here in the NTTR: After a tanker checks into Dreamland they are usually provided a set of four coordinates, by Dreamland or by Bluebird. The coordinates form a rectangle. The tanker track is to be established within the rectangle. But it is my understanding that they have some leeway to change their track within that rectangle as needed.
