There are multiple payloads and test articles that took that into consideration through the 70s, 80, even into the mid 90s.

Now in 2020s, tech is getting smaller, payloads getting more sophisticated, so nothing is in the realms of impossible.

BUT

Just as sensors are getting better and better? Along comes meta materials and sophisticated modelling. Nothing is immune, nothing lasts forever, but right now? P-ISR has the edge in that ongoing war.
