LINK PLUMERIA (USN, tactical RDT&E program, PE 0603748N) has been around since at least 2005, and probably longer. A budget document from February 2015 describes it as "Research, Development, Test & Evaluation, Navy / BA 4: Advanced Component Development & Prototypes." According to an analysis of the Future Years Defense Program (FYDP) budget by Todd Harrison, Metrea Strategic Insights, "The Navy’s LINK PLUMERIA, a named classified program (in contrast to the unnamed classified programs previously discussed) ranks as the fourth largest program element in RDT&E over the FYDP." It sounds like LINK PLUMERIA is a big bucket of money for a diverse portfolio of Navy special access programs.

There are seven types of Budget Activity (BA) for Research, Development, Test, and Evaluation (RDT&E) accounts:

BA 1 – Basic Research
BA 2 – Applied Research
BA 3 – Advanced Technology Development
BA 4 – Advanced Component Development and Prototypes
BA 5 – System Development and Demonstration
BA 6 – RDT&E Management Support
BA 7 – Operational System Development

Advanced Component Development & Prototypes (ACD&P) (BA-4) finances efforts necessary to evaluate integrated technologies, representative models, or prototype systems in high fidelity and realistic operating environment are funded in this BA. The ACD&P phase includes system-specific efforts that help expedite technology transition from the laboratory to operational use. Emphasis is on proving component and subsystem maturity prior to integration in major and complex systems and may involve risk reduction initiatives. Program elements in this category involve efforts prior to MS B and are referred to as advanced component development activities and include technology demonstrations. Completion of Technology Readiness Levels 6 and 7 should be achieved for major programs. Program control is exercised at the program and project levels. A logical progression of program phases and development and/or production funding must be evident in the FYDP.
