To answer your question requires knowledge none of us has about the details of the NGAD fighter as it is a classified project. However, assuming you have read something like NASA's Beginners Guide to Aeronautics and understand the basics well enough, the the Directional Stability section of English Wikipedia's flying wing article lists a few approaches that one might take.
