Well, assuming the NGAD is going to be a flying wing, the USAF didn't just arbitrarily adopt the design without knowing that the maneuverability issues traditionally associated with the design can either be mitigated in some way. It's not that a flying wing can't pitch and yaw it's just that it's difficult for a pilot to control.

Bear in mind when the B-2 was under development, they didn't have a bunch of technologies that exist today. One example would be AI-assisted flight controls.
