No, that isn't how orbital dynamics work. Geostationary orbits are much higher altitude - too high for optical/IR imaging. IMINT satellites need to be - and are - in low earth orbits that sees them pass overhead fairly rapidly, not stay "parked" above a target of interest. Regardless of what country puts the satellite up, it is still subject to the same laws of physics.
