Many, if not most, nations have access to their commercial aviation and shipping in time of war. In WW2, the War Department used Pan American's Boeing "Clipper" flying boats routinely to transport personnel and equipment overseas. In the Falklands War, the Brits requisitioned ships from UK passenger/luxury lines and cargo shipping companies to transport men and equipment to the war.
One of them, a container ship called "Atlantic Conveyor" was sunk by the Argentine AF using Exocets.
