Should have been intercepted over Alaska / Pacific. Instead it was allowed to dwell for days over some of the DoD's most sensitive sites.
They were given time to create accurate LIDAR maps (this is worse than signals intelligence, as it allows the Chinese to massively reduce their targeting errors), optical maps, and vast amounts of signals intelligence.
Absolute disgrace.
