Observing US radar and defense capabilities to know how to jam and counter your adversary as well as political embarrassment due to the timing of blinkens visit is my guess. Certain high frequencies may not be easily picked up from low orbits. They’ve known for a while, there was a scramble out of Nellis earlier when it was in Montana. I would imagine Alaska too as a F22 could at minimum get a good look at that altitude.
