These have been seen over Guam, over Hawaii and South China Sea.

Reasons to not shoot them down are myriad, but essentially boils down to risk - what payloads? What triggers? What signals? Is it worth more of a SIGINT prize to send up platforms to hoover up the ELINT?

The one over Montana is headed South East and will follow the jet stream down to Florida soon enough.
