Almost 20 years ago a friend and I located many of those sensors on Area 51 access roads including GL Rd and the Backgate Road on public land (see attached). Without the right equipment they are nearly impossible to find. But I can tell you they are still in roughly the same locations, and are still being used.

I never checked the Tikaboo access road, but we know for a fact that base security has no problems placing them on public land.
