that's what i was thinking. If you look at the high res pictures, it is clearly the rappelling cable. but what is particularly interesting is that they were lowering the donut ring empty. Somebody was possibly on the ground down there. as I think more about it, i might wager they were doing CSAR exercises (hopefully not the real thing). perhaps it is a pave hawk (i don't know how to tell the difference visually. Also, Perhaps just a random natural optical effect, but another interesting thing...note the reflection of a red dot in the camera around the 41 second mark on the tiktok video...getting lit up from whoever was on the ground? ;-)
