Looks too small to be a person. A harness to pick up someone from the ground maybe?

I have seen many CSAR exercises around Rachel. Sometimes the rescuee (is that a word?) is brought in by ground vehicle. In more remote areas they are first lowered to the ground from the chopper and a while later picked up again.
