Skipping single numbers is actually covered by the regulation. But what happens quite often nowadays is that numbers are selected _way_ out of sequence, sometimes without any obvious reason (e.g. LGM-35 for the new "Sentinel" ICBM program). In the end, whoever pays for the aircraft can probably call them whatever they like ;-).
