The author of the article made a big mistake in his first bullet paragraph, an RFI is not an RFP and therefore does not seek a proposal. An RFI is nothing more than the USAF seeking input from contractors on their interest/capability to built the a/c if it ever becomes a real acquisition program. Most RFIs do not evolve to acq program. Interesting that the RFI as written directs a design solution. Acquisition reform from the late 90s onward required the DoD to define performance criteria, as opposed to design solutions, when seeking new systems. Instead of directing a blended wing design, you'd expect to see an SRD that gives performance requirements such as speed, altitude, range, RCS, payload, etc.
