No surprise after having read over the past several months the various steps yet to be started/completed in the flight readiness process. Airworthiness certification can be done incrementally to a degree, but a lot of the increments rely on previous increments. Think series vice parallel, one long pole can hold up a lot of progress. Those on the outside seldom learn what systems/subsystems/components are holding up a black program working it's way to first flight. The B-2 was held up by legacy technology that had nothing to do with stealth/new technology. Could be something equally surprising for the B-21.
