In direct comparision, a Major in the Russian forces would be doing the work of a US Sergeant. At best. China whoever is a whole different ballgame. They are outrcome focused and their doctrine reflects this. They want Island A, B and C, so they set that to the commanders of the relevant forces, and let them get on with it in a very hands off pattern. This is a direct result of 30 years of watching western forces in the field. Very often in the mountain borderland of China and Afghan you would see well equipped OP set up, openly, to watch. The really cheeky teams simply came to market and sat and watched the world go by.
The Russians are a 1970s creature. they are stuck in the single command lane structure. Nothing is done without direct hierarchal orders. Nothing.
