Image compression can certainly alter an image in unpredictable ways. However the areas that appear as ripples and reflections are very consistent. I don't think compression artifacts would behave that way. I do agree with you on the why question. Why build either an open structure or transparent structure? Is it under construction? If so, why put an aircraft in there while it's being assembled.
