This refers to the FAA Command Center near Warrenton, VA.
officially known as the Air Traffic Control System Command Center (ATCSCC). The "TMU" is shorthand for the Traffic Management Unit. The facility issues Traffic Management Initiatives (TMIs) such as Ground Delay Programs (GDP) and Ground Stops (GS) to better manage arrivals when weather, runway closures or other activity restrict arrivals. Since KXTA is relatively close to KLAS, it sounds like either something unplanned occurred at KLAS or perhaps there was an amendment to the plan that required an additional delay for the flight. The link below is a handy FAA indicator to locate ATC delays for the NAS (National Airspace System). Sorry for all the abbreviations but that's how USG rolls.
