Janet operations briefly on hold today

I caught the attached clip today some time between 2:30pm and 3pm on the VHF Groom Ground frequency that clears Janets for takeoff back to Vegas.

The Janet ready to taxi for takeoff was advised to hold, following information from the "Command Center". Sounds like there was a nationwide advisory. The controller says he has no further information, but then at some point says "we understand this is not a joke". Eventually the controller says that they are exempt and the Janet is cleared to take off. Anyone has any info on this?
