I had a PDF file from northrop I will try to dig up - It had a very interesting snippet about B-2 sensor upgrades that would be available for future platforms - Both laser and AESA high speed comms in both directions from satellites, airborne assets and also ground troops. I am willing to wager you caught the B-21 rolling out over the range having a shakedown flight.
I just listened to your audio and I think that what you have recorded is the B-21 being 'fed' data from offboard sensor truck in a variety of frequencies through differing onboard systems.
