That is along the lines of what I think. Data integration across various platforms is a big thing. The semi-temporary sites near Rachel and in Railroad Valley serve the same purpose and in fact may have been test sites for the integration. The Tango references are odd. One moment it sounds like they are part of Romeo or controlled by it, another they are clearly remote. If the project were further along I would think maybe a swarm of UAVs controlled by Romeo, but that seems unlikely this early in the flight testing.
